Local incentive packages are generally performance-based utilizing ROI analysis. Recent Shenandoah Valley incentive packages have included heavily discounted land sale prices, infrastructure development, workforce recruitment and training assistance, Enterprise Zone benefits, Technology Zone benefits, HUB Zone benefits, utility fee concessions and connection fee waivers, and expedited plan of development approval and permitting.
